Dole once backed a constitutional ban on abortion with no exceptions. He would now allow abortion in cases of rape and incest or to protect the mother’s life, and he recently said that abortion “shouldn’t be a dominant issue” in the ‘96 campaign.
Strong free-trader in the Senate. “What does [the protectionist] Ross Perot say about the 700,000 American jobs that are now created because of exports to Mexico?” he asked in ‘93. “Thirty percent of what we export goes to Canada and Mexico.”
Favors a balanced budget over a large tax cut, but backs a “flatter, fairer” code–though at an unspecified rate. Would keep the mortgage-interest deduction and the deductibility of charitable donations. Also wants a $500-a-child credit.

Enthusiastic free-trader who applauds NAFTA and GATT and supports U.S. participation in even more international trade pacts. To Forbes, expanding global free trade is only slightly less important a goal than promoting his cherished flat tax.
For Forbes, a flat tax is an economic panacea. He wants a 17 percent income tax with the first $36,000 totally tax-free for a family of four. He would allow no deductions, even for mortgage interest, and he would eliminate the tax on capital gains.
